XtPanedSet/GetMinMax()と同様の働きをします。
ペインwidgetの子WidgetNameのコンストレイント・リソ−ス minとmaxを設定/取得します。
widget_expected WidgetNameがwidgetの名前でない integer_expected Min,Maxは整数でなければならない paned_child_expected widgetの親はペインwidgetでなければならない
