intrinsicsのXtCallActionProc()と同様の働きをします。
イベントを生成(或は、統合)しないで直接アクション手続を呼び出します。そのActionはアトームか構造体でなければなりません。
widget_expected WidgetNameがwidgetの名前でない
structure_or_atom_expected Actionはアトームか構造体でなければならない
